SFDRCISD Superintendent Blocks Military Families’ Access to Bus Transportation The San Felipe Del Rio Consolidated Independent School District (SFDRCISD) issued a cease and desist letter to Brackett Independent School District (BISD) in February 2018, blocking that district’s ability to transport students via bus from Laughlin Air Force Base to Brackettville schools beginning with the 2018-2019 academic year. Despite pleas from military parents urging the districts to sign a memorandum of understanding to continue bus service to Brackettville, the larger school district in Del Rio has dug in its heels against the much smaller school district and refused. Led by DRSFCISD Superintendent Dr. Carlos Rios, the refusal has created a struggle between districts and is causing worry among military families who face logistical, emotional, and, in some cases, financial challenges if bus service from Laughlin to Brackettville is discontinued. Brackettville has provided free bus service to all eligible military children at Laughlin Air Force Base for the past six years. The service has become part of the fabric of the base, and many families choose to live on base at Laughlin exclusively for the bus access it provides to the school system they believe best fits their children’s educational needs. With just less than 650 students in the entire system and a 10:1 student-teacher ratio, along with multiple awards for its English, math, and science programs, these parents believe Brackett ISD gives their children the best learning environment available during their family’s time at Laughlin. The bus currently transports approximately 25 elementary, middle, and high school students to and from Brackettville daily. Many of the children who use this bus would not qualify to attend a new on-base STEM (science, technology, engineering, and math) school due to their age. The military and Department of Defense (DOD) families who want to continue educating their children at BISD deserve the ability to maintain the quality of life and continuity of education to which they have become accustomed. They strongly believe this bus service should NOT end. This proposed change also creates a major safety concern for Laughlin parents whose children attend BISD schools. Logistically, the Brackett ISD bus ensures safe and reliable transportation to school on a dangerous highway. As mentioned earlier, the majority of BISD bus students would not attend the on-base STEM school because it will serve kindergarten through fifth grade only. As a result, these students would be forced to either drive themselves if they are of driving age, or be taken to and from school by their parents. With the change in transportation policy, many newly licensed drivers would make a daily commute to and from school on US Highway 90. Additionally, if the SFDRCISD is successful in blocking bus service between Laughlin and Brackettville, many parents would be forced to dramatically alter work schedules and face such troubling choices as whether to move to a new home or even resign employment. All to accommodate a major life change thrust upon them by SFDRCISD so their children can simply go to school where they’ve been going the entire time they and their families have lived at Laughlin. In another blow to local military families, SFDRCISD has proclaimed that all current bus service to nearby Ruben Chavira Elementary will also end as a result of the on-base STEM school. A handful of military parents have already faced an undue burden and moved off base to ensure their children will not be forced to change elementary schools during their parent’s assignment at Laughlin. Laughlin Air Force Base has a significant economic impact on the city of Del Rio. The base and the town have long enjoyed a strong relationship on many levels. That’s why the military families served by Brackett’s bus service feel shocked, puzzled, and betrayed by the actions of the local school district. The only hope for these Laughlin military parents to maintain safe transportation from their homes on base to school in Brackettville is the arrangement of a Memorandum of Understanding (MOU) between SFDRCISD and BISD. This MOU would allow for a single BISD bus to service Laughlin AFB for the 2018-2019 school year. This arrangement would require the SFDRCISD Board of Directors to override the decisions made by Superintendent Rios to repair the damage they will surely impose upon Laughlin AFB families, and the long-standing good relationship between the Air Force Base and the community. Please join us in demanding that the SFDRCISD do the right thing, without delay, for the best interests of the children whose parents protect our very rights to draft and submit our concerns to you today. Don’t allow our military dependents to become a pawn in whatever local game is being played. Let our sons and daughters maintain some sense of continuity and consistency during their time at Laughlin. Keep that bus to Brackett rolling!
