Jackpine Gypsies Official Position/Response to Annexation:
We want to pay our fair share! There has been some misleading information stating that we were opposed to an extra $2,500 in property taxes if we were to be annexed. We already pay close to $7,000 a year in property taxes. Initially, we were misinformed and lead to believe that we would be paying an additional $10,000 to $20,000, this seemed like an unfair increase. We would gladly pay the $2,500 if it was something we need to do. The Jackpine Gypsies are a volunteer organization, consequently the public will be the ones that have to bear the burden of higher fees, ticket prices and higher item costs. It is not so much a tax on the Gypsies, as it is a tax on the public. We want to be clear, it is not the $2,500 that we are opposed to, it is the the new ordinances and regulations. This is a dirt race track that would then be in city limits, some ordinances and regulations would be in direct conflict with what we currently do. This would jeopardize the future of the Jackpine Gypsies and the revenue stream that they bring to Sturgis.
Furthermore, to set the record straight we did give the City of Sturgis several acres of land for a right of way easement which the cities road sets on. Since 2003, we have not had use of this land other than to drive to our clubgrounds. We were happy to donate the land to help with the access needs of the city. We also have city water that we pay at 150% of the going rate. This was installed by the cities contractor at the time we gave the road right of way. This was given in consideration for the right of way easement. Even though we pay higher than going rate, we are glad to have the water and glad to pay for it. The other city service that was mentioned was the ambulance. We typically use the Spearfish ambulance because it is easier for Spearfish to supply an ambulance for the races. When we have opportunity to use the Sturgis ambulance, we have scheduled with them months in advance and pay whatever they charge us. These are the main city services referenced in news articles and by the City Manager. We do have a great deal of disagreement with the annexation study and power point put out by the city. We believe there are boiler plate/paste and copy documents that don’t pertain to our situation and are somewhat misleading. Our position is that we are paying our fair share. If we are not, tell us what services we are receiving that we are not paying for so we can make it right. Our biggest objection to annexation is the haste to which it has been pushed. We believe this will lead to unintended consequences. It has been reported that there has been no response from the Jackpine Gypsies on annexation, this is simply not true. There was little or no communication from anyone at the city until we reached out to the city council members. Sadly, we found out about the annexation by reading the newspaper.
We are told by city officials that nothing will change for us, as long as we will just agree to voluntary annexation. We have to ask ourselves how is that possible. We believe this type of statement is easy to say but hard to fulfill. Just a small change in ordinance by a new council could have catastrophic results. If annexation is going to happen, it needs to be done right the first time, but is now the right time? We are surrounded by three gravel pits, two campgrounds and no new developments. In fact, none of this property or surrounding properties lend themselves to commercial development or homes. The properties are mostly hills and flood plain. The arguments by the city: “If we don’t have a deadline nothing will get done” and “It is city policy to annex anyone who receives city services” are broad statements and inadequate answers to this rush to annex. So the big questions are, why now, why so fast and what is the cities purpose for annexation?
The Jackpine Gypsies are simply saying, we don’t want to be annexed. However, we are open to annexation as long as annexation is not a hastily made arrangement that leads to the demise of the organization. It is also very important to remember that council members can change every two years. This being said, any agreement of voluntary annexation must be honored, upheld and not forgotten by future council members.
